You can find Eevee in Pokémon Legends: Arceus in the Horseshoe Plains in the Obsidian Fieldlands. It's a rare spawn, so you might need to search for a while before you find one. Look for Eevee in the grassy areas, and be sure to sneak up on it to avoid scaring it away.
